Government Authority located in Arkansas; USA based organization looking for expert vendor for digitally enhancing and preserving county land records.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide digitally enhancing and preserving county land records using scanning resolution at 300 DPI in JPEG and TIFF file format
- Scanning of historical Deed and Index Books of County land records,
- Bound Books- will not be allowed to be cut for scanning so a large scanner with cradle will need to be utilized,
- Mechanical Books- Pages will need to be removed from binders and put back in order after scanning, must use double feed detection sensors and scan duplex mode simultaneously,
- All Books-Bound and Mechanical (handwritten, pre-printed and typed documents):
- Images need to be clean and enhanced if needed, masked and rescanned in the format for the Circuit Clerk’s Recording Software System,
- Will need pages to be counted for accuracy before scanning and verified after scanning for number of scanned pages once each book has been completed,
- Images need Cropped, Inspected, Grouped, Double Indexed for verification purposes. Indexes will need to include any marginal notes and relate documents within the system,
- Scanning will need to be completed on site,
- All color images need to be scanned in 300 dpi JPEG,
- Convert JPEG to Black & White TIFF,
- Images will need to be stored on external USB Hard Drives,
- Format Images & Indexes to import into Recorder System and work with Recorders vendor to import 100% of the images & Indexes.
(2) Years to be scanned 1853-1938, which is approximately 200,000 images plus indexes.

Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Onsite.
