Government Authority Located in Arkansas; USA based organization looking for expert vendor for law enforcement professional standards management software.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide law enforcement professional standards management software for needs to be for the specific use of Internal Affairs and Professional Standards units the law enforcement community,
- Software can be used by front line supervisors
- Software should support entry and management of use of force, accident, pursuit and user defined incidents from the field.
- Software should be able to route incidents via chain of command with review and approval functions,
- Software must integrate with current department email to be able to notify supervisors of new incidents that have been routed to them for review and approval,
- Software should have the capability to have an early warning system to alert management on use of force incidents or complaints filed against employees within a certain period of time,
- Software should have the capability to integrate with Microsoft Word for automatic form and document creation,
- Software needs to be able to link audio, image, PDF, MS Word files to each incident in the software,
- Software should be able to create annual reports such as: Complaints received, Investigations, Use of Force Incidents, Pursuits and Weapon Discharges,
- Software should also be capable of using body image pictures to capture force contact points and injuries,
- Software should also have access and security controls, feature access control, and advance read/ write access control by user or unit,
- Software should have reminders or overdue and approaching overdue status incidents and investigative tasks at user login,
- Software should have automatic creation and assignment of due dates and investigative tasks when each incident is entered, based on parameters set by the administrator,
- Software should support access to cloud stored body worn and in car camera videos,
- Software should be able to be configured to allow crisis intervention information tracking,
- Maintenance of Software is to be included with the purchase price,
- Unlimited use of license is to be included with the purchase price,
- Unlimited number of users and workstations is to be included with the purchase price.
- Installation is to be included with the purchase price,
- On-Site user training and system configuration (Travel expense must be included),
- Data migration from previous system,
- Import officer information into software at no-cost prior to installation.
(2) All questions must be submitted no later than July 17, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
