(1) Vendor needs to provide aerial waterfowl survey services to the government authority located in Little Rock, AR.  – Aerial waterfowl surveys each year during the months of November, December, and January under variable weather conditions (but always visual flight rules) at low altitude (~500 ft. above ground level) over multiple regions– The purpose of the waterfowl surveys is to determine waterfowl numbers and concentrations over time to document trends in population abundance and distribution.– To perform these surveys, uses the professional services of licensed commercial pilots of fixed– wing aircraft to fly Commission biologists (typically one individual riding in the right front seat) over certain areas of the state.– Removable marks are made on the right front window (with a wax pen) and the right–wing strut (with electrical tape) that, at a known altitude, delineate a 250–meter strip on the ground.– Surveys require low–altitude flight, knowledge of local terrain and extreme caution (e.g. bird–strike avoidance) and may begin and end each day at morning and evening civil twilight, respectively.(2) All questions must be submitted no later than September 5, 2024   (3) The contract period will be for three years.
