– Vendor needs to provide bond counsel services to the government authority located in Gillett, AR.– Provide counsel to the city on any and all legal matters pertaining to bond issues.– Prepare all legal documents required for bond issues, including to, development with the city attorney of an ordinance to be referred to the citizens for approval.– Consult with city representatives regarding structuring the bond issue, timing and method of sale, and other matters that could be economically beneficial to the city.– Issue an unqualified opinion concerning matters of legality, tax exemption, etc.– Provide material needed for bond rating agency hearings and attend meetings.– Provide assistance as needed in selection of a trustee, registrar and paying agent, and preparation of any documents required by the trustee.– Represent the city in any litigation against the financing issue.
