[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide marketing services.
- The Contractor shall develop and implement an agency approved, comprehensive, research-based, strategic marketing plan to maximize exposure to target audiences and maximize the value of media purchased under the allocated budget (added value) for each year during a resulting contract.
1. The marketing plan must include traditional and digital media marketing campaigns.
2. The marketing plan must include campaign proposals, a detailed cost management plan, a quality management plan, a staffing management plan, and communications management plan, and a risk management plan.
3. The marketing plan must include long-term and annual goals, measurable objectives, and strategies for effectively articulating and promoting the services provided by agency and annual open enrollment.
- The Contractor shall plan, negotiate, and purchase media placements and program integration on channels and publishers including but not limited to print, digital (including display, search engine marketing, mobile, video), broadcast, out-of-home, point-of-purchase, and emerging technology vehicles.
- The Contractor shall create campaigns to educate and inform agency partners and target audiences of the affordability and value of health insurance in simple, understandable terms.
- The Contractor shall conceptualize, produce, and execute high impact digital media and radio advertisements to promote open enrollment and assistance availability to state.
- The Contractor shall create, produce, procure, and distribute advertisements, presentation materials, and collateral materials to include, but not be limited to, copy and layouts, finished artwork, photographs, testimonials, story boards, scripts, music rights, filming, recording, video dubbing, editing, slide and video production, equipment rentals, scenery, properties, costumes, display materials, merchandising materials, brochures, copy writing, graphs, design, power point, electronic design, etc. as required to meet all contract Requirements.
- WEBSITE DESIGN, HOSTING, AND MAINTENANCE: -
- The Contractor shall be able to support Process Wire. Process Wire is the Content Management System (CMS) used for the consumer facing website.
- The Contractor shall maintain the design and functionality of the current consumer-facing website and the training portal unless requested by the agency.
- The Contractor shall provide insightful leadership and best practices related to digital communications and targeted marketing.
(2) A Bidders Conference will be held on January 19, 2022.
(3) All question must be submitted no later than January 21, 2022.
[C] Eligibility:
- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
