Government Authority located in Siloam Springs, Arkansas; USA based organization looking for expert vendor for broadband feasibility study.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide broadband feasibility study to the government authority located in Siloam Springs, AR.
- to determine need, feasibility, and justification for providing affordable broadband high-speed internet access for Siloam Springs residents and businesses
- The City considers a modern digital infrastructure to be a critical component of a competitive city of the future and wishes to ensure that it is well positioned to meet the current and future needs of its residents, businesses, and anchor institutions
- to expand the network to electric customers outside of the city limits but within the electrical territory boundary. The network should be capable of providing internet service and VoIP telephone service.
- Consultant will provide a network design and a cost estimate of sufficient depth to ensure that budgets are within a tolerance of +/-10% of actual bids and will prepare design for its completion should Siloam Springs proceed to detailed design. A business case will be developed with outputs from the design/costing and revenue analysis for services
- Consultant will provide an exploration of business model alternatives that may be considered (a minimum of three business models), alternatives for financing the network build, an examination of legal and regulatory considerations, and statistically valid citizen survey as well as a business survey.
- Consultant will include a network design for a FTTP network encompassing all fiber required for global coverage across the service territory. Transport network interconnects, including those required for failover/redundancy must be included and costed for each service layer
- The design will leverage GIS-based tools that identify physical locations of all customer locations and other termination points. Existing community GIS data will be provided to the successful bidder. GIS work will provide a complete layer of all network connections, including assets of the electric utility.
(2) All the questions must be submitted no later than September 1, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
