Government Authority located in Arkansas; USA based organization looking for expert vendor for web-based professional licensure management system.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide web-based professional licensure management system.
- Convert all existing databases to Microsoft SQL.
- Design and build a front-end application for agency access of data using a Microsoft Office 365 compatible platform.
- Design and build external web portal for external customer data access and online payments utilizing an online payment vendor such as stripe.
- The system must be browser and operating system neutral for all user types and function accurately on common modern browsers including, but not limited to, Internet Explorer, Chrome, Firefox, and Safari.
- The system must be accessible and function normally from mobile devices such as tablets, smartphones, and chrome books. This must include, but is not limited to, iPhones, iPads, and Android based phones and tablets.
- The system must use a group security model. Objects will be assigned rights and users will be assigned access to groups.
- The system must support an unlimited number of security groups
- The system must support unlimited object assignment to groups.
- The system must synchronize, on demand or by schedule, data with the web interface for constituents.
- The system must provide custom programming capabilities within the application as appropriate to support operations
- The system must fully utilize all Microsoft Office365 references to individual product object models.
- System access must be provided to users in the form of a run-time application at the desktop. - The system must store a list of questions licensees will attest to using the system’s online interface.
- The system must track all data required to administer complaints generated from violations reported and consumer complaints.
- The system must track documents related to complaints from within the system in received native format.
- The system must track respondent information for non-licensees.
- The system must be able to send correspondence to entities associated with the complaint via email using the Microsoft Office365 Outlook Application.
- The system must store all documents in a central document repository.
- The system must operate in a push and pull relationship as the system of record with customer portal for constituents needs.
- The system must provide direct email interface, using Microsoft Office365 Outlook, from the web portal.
- The system must support real time status updates to all operational users.
- The system must provide access to all data supporting licensure on a single licensee screen with access to associated subsystems.
- The system must issue and reissue certificates of licensure in an automated fashion and on demand.
- The web portal must allow licensees to purchase configurable products (including license renewals and application fees) and record the details of the transaction for integration with the system.
- The system must provide a list of revenue transactions, in a read-only set, that may be filtered to desired results.
(2) All questions must be submitted no later than April 15, 2021.
(3) A bidders’ conference will be held on April 14, 2021.
(4) Contract term will be four years.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
