Government Authority located in Arkansas; USA based organization looking for expert vendor for ESInet and NG9-1-1 core services.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide ESInet and NG9-1-1 core services for the design, construction, implementation, operation, support and maintenance of a next generation 9-1-1 system that will provide an emergency services IP network, next generation core services, and administration, management and monitoring services to interconnect all public safety answering point throughout the state.
- ESInet and next-gen core services including hardware, software and automatic location identification access components, to support all VoIP, wireless, and wire line 9-1-1 calls being answered in all state.
- The proposed solution must have the ability to convert to NG9-1-1 core functionality without interruption of any existing legacy functions and provide seamless ingress and egress to and from the legacy network.
- The system must provide NG9-1-1 Core Services and capabilities interconnecting all state public safety answering points who subscribe with next generation 9-1-1 or continue with a legacy 911 system.
- The ESInet provider shall ensure there are opportunities for geo-diverse last mile connectivity through interconnection agreements with other network providers. Subscribing PSAPs will be responsible for payment of the last mile connectivity.
- The solution must allow PSAPs to integrate their call processing equipment with the state core services and ESInet.
- The solution must distribute the incoming services across multiple gateways and can accept calls from all classes of service.
- The system must be secure and resilient to cyber-attack, penetration, abuse, or misuse.
- The system must be able to alarm, report, monitor, manage and support all NG9-1-1 system components on a 24x7x365 basis down to the workstation level.
- The system must have the functionality to introduce text to 9-1-1 and text from 9-1-1 including multimedia messaging capabilities.
(2) A conference will be held on March 19, 2021.
(3) All questions must be submitted no later than March 22, 2021.
(4) The term of contract will be four years.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
