[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide comprehensive airport financial consulting services to the government authority located in Little Rock, AR.
- Development of capital project financing strategies, including cash flow analysis and preparation of rates and charges scenarios as needed to help make capital financing decisions.
- Development and revision of rate-setting models and advice on rate-setting matters, including reviewing and evaluating impacts of federal regulations.
- Air traffic analysis and forecasts.
- Evaluation, development and negotiation of airline and tenant leases.
- Assistance with the passenger facility charge program including identification of project eligibility, airline consultation, preparation of PFC applications and amendments and stakeholder correspondence as required.
- Share knowledge of financial issues facing the Commission, locally, statewide, and nationally and be prepared to offer industry best practices to address these financial issues.
- Assistance with the rental car customer facility charge program and preparation of new requests for proposals from rental car companies.
- Report to and receive assignments from the executive director or his designee including Commission inquiries which may require an immediate response.
- Prepare studies, as requested, identifying funding vehicles for major capital projects including Terminal construction or components, thereof.
- Assist the Airport to develop a financial negotiating position for tenant Lease agreements based on the best practices in the industry.
(2) All the questions must be submitted no later than September 29, 2020
(3) Pre-submittal meeting will be held on September 22, 2020
