[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide real estate development legal services to provide a wide range of legal services in conjunction with its development and redevelopment efforts, serve as counsel for development to the executive director and board of commissioners; provide advice and interpretation of federal, state and local law as it applies to the particular development process; the firm will also be expected to provide and interpret financial reports,
- Legal services involving the negotiation, preparation and review of all contracts, agreements, evidentiary, opinions, financing documents, and other writings necessary to implement development-related work,
- Prepare and implement any alternative funding proposals or agreements, including but not limited to, one or more Low-Income Housing Tax Credit (LIHTC) proposals and tax-exempt bond funding,
- Assist with real estate acquisition and real estate disposition matters involving public and private real estate opportunities and other property related issues, i.e., title clearance, condemnation, environmental mitigation, etc.,
- Assist with residential real estate mortgage loan closings and in legal matters involving and other alternative funding agencies regulations, rules and procedures including, but not limited to and all relevant funded programs,
- The successful proposer will only be providing work pertaining to legal issues commonly addressed by a legal counsel and the successful proposer will not be requested to provide any non-legal program work such as those commonly provided by professional services consulting firms, etc. to the government authority located in North Little Rock, AR.
(2) A pre-proposal conference will be held on November 7, 2019.
