(1) Vendor needs to provide species presence database development services for the development of a data management system for documenting locational information (e.g., point locality data) for animal species collected by Staff and permittees to the government authority located in Arkansas.– Merge multiple existing animal databases compiled from historical and modern scientific investigations. Data are usually counts or presence of the number of individuals observed for each species at a point locality.– Allow for online data entry for Scientific Collection Permit holders and employees for animal species collected in. Warning messages should be provided if a permit holder reports a species outside of its known geographical range.– Allow Employees to verify species identifications (photograph upload tool for rare species) and locations before accepting data into the database and incorporating the data in queries and analyses.– Allow Employees to mass edit species identifications based on locational information as taxonomic name changes mandate, and maintain a record of change history.– Allow Employees to enter submitted data in batches for multiple dates, locations and species from each submitter using standard data formats;– Allow personnel to query species collection data by a field or combination of fields such as species, habitat type, river, watershed, county, Wildlife Management area, locality or site.– Allow personnel to query species collection data by user specified time frames (e.g. 10, 15, 20 years)and to view locality maps by the temporal time frame (e.g., 2005–2025).(2) All question must be submitted no later than November 1, 2024.
