Vendor needs to provide disparity study service to the government authority located in Little Rock, AR.
- The city is seeking to hire a firm or consultant to conduct a disparity study to evaluate if there is a need to the develop programs, procedures, and polices to enhance the participation in city contracts of business enterprises owned by agency.
- To identify aspirational targets that reflect availability and utilization of agency owned businesses.
- If disparities are established within the relevant market area, to have recommendations around remedial programmatic options for improving outcomes for agency businesses, given local, state and federal legal and regulatory mandates and case law.
- To provide advice for policy suggestions to lawfully ensure that agency are afforded equitable opportunities to participate in local government contracting within the relevant marketplace from which the city routinely purchases significant quantities of goods and services. The city is interested in ensuring that its public contracting and purchasing funds are not spent in a manner that in any way contributes to, or perpetuates, the effects of marketplace discrimination. However, this does not mean that a gross proportion of city contracts simply goes to a gross percentage of a demographic population within the city.
