(1) Vendor needs to provide public safety software system for replace current Records Management System.
- Design, implementation, and support of a Public Safety Law Enforcement Records Management System (RMS), Jail Management Systems (JMS), and Field Reporting System (together hereinafter referred to as "System").
- Seeking an affordable, robust and flexible system to include CAD, RMS, Mobile Computing, Field Reporting, Jail Management, and Civil Processing Solution to improve operational efficiencies and provide improved reporting capabilities.
• The proposed public safety software system should include, but not be limited to the following:
ꞏ Vendor must be a financially stable company with a strong track record of success.
ꞏ A vendor who has Jail Management implementations in facilities with >1000 beds.
ꞏ A vendor who is compliant with State and Federal Reporting requirements and has a proven track record of successful state IBR submission.
ꞏ Software that eliminates duplicate efforts (and paper) across the organization.
ꞏ Software that streamlines workflows to offset staffing shortages.
ꞏ Strong analytical tools that support data driven policing, i.e., business analysis, performance dashboards, Key
Performance Indicators, heat maps, crime trends, etc.
ꞏ Public facing applications that provide citizen response and transparency.
ꞏ A web-based application to view CAD data remotely.
ꞏ Allows for unlimited storage of documents, audio files, videos and images
ꞏ Leverage latest technologies such as smart phones, cloud computing and proactive alerting.
ꞏ A vendor and product that would serve our needs for 10 - 20 years into the future.
ꞏ Seamless integration between the dispatchers who input the call, to the patrol deputies who write the report, to the
detention deputies who intake and house the arrestee.
ꞏ On-site training for initial users and on-line education system to provide on-going training to staff.
ꞏ Unlimited site license for Mobile apps supporting wider use smart phones with no additional software costs.
ꞏ Ability to query, enter, and modify information in accordance with ACIC/NCIC regulations.
ꞏ A system that supports in car mapping, routing, and AVL.
ꞏ Improved user interface with greater intuition, and more customizable options.
ꞏ Task Manger for supervisors to automatically assign tasks and share workflow for Incident Based Reporting
events.
ꞏ Enhanced cyber-security with data encrypted in highly secure Amazon GovCloud on US soil only.
ꞏ Ability to provide split daily billing to multiple municipalities for inmates with multiple charges.
ꞏ The ability to integrate with the Pulaski County Prosecuting Attorney's Case Management Solution
