[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide professional recruitment services specializing in the fields of engineering, information technology and other professional categories, on an as needed basis to the government authority located in Little Rock, AR.
- Developing a recruitment strategy, process, and timetable for completion of the work, including but not limited to the following:
a. Comprehensive recruitment plan that addresses the specific steps to be taken in the recruitment process and methods of indirect and direct outreach to reach qualified candidates and the plan to attract a diverse applicant pool.
b. The length of time associated with each step.
c. The names and contact information for individuals responsible for each step.
d. The creation of a brochure for agency that includes information that markets the organization to potential candidates including its benefits, culture, history, and information regarding the local area
including relocation points of interest.
- Sourcing a diverse group of qualified candidates. Vendor must maintain a diversity recruiting initiative to address minority and female hiring needs and the practices to ensure they present a diverse pool of candidates.
- Performing a thorough screening process and vetting the qualifications of interested candidates ensuring all candidates recommended to agency are well qualified and actively interested in the position at agency. Vendor must guarantee that all candidates are properly vetted (e.g., education, experience, criminal background, sexual predator, etc.) prior to sending to agency for final consideration.
- Maintaining consistent communications (e.g., status reports, etc.) with agency regarding status of recruitment process.
- Providing a list of the best candidates who meet the requirements of the agency provided job description and who have the most promising qualifications.
- Presenting agency's offer to the selected candidate and conducting negotiations.
- Notifying candidates who have been eliminated from further consideration.
- If requested, vendor shall assist agency in preparation for interviews.
- Vendor shall provide a written placement guarantee for the final candidate.
- Vendor shall not discriminate against any qualified employee or applicant for employment because of race, color, national origin, ancestry, age sex, religion, physical or mental handicap, or sexual orientation.
- Vendor must agree to comply with all applicable federal and state statutes, rules and regulations prohibiting discrimination in employment.
- Vendor shall represent and warrant that all candidates provided to agency are eligible to work in the United States.
- In the event politically sensitive or potentially embarrassing issues arise in the candidate’s background, vendor shall conduct in-depth interviews with principal parties to clarify the event and clearly describe a picture of the event.
- Vendor must meet or exceed all requirements and specifications as set forth in this solicitation and as negotiated in the final contract or agreement. Agency shall have the right to amend specifications and requirements, and to add or remove any services offered by the vendor under the scope of this contract, based on revisions in federal, state, and local regulations, or as determined to be in the best interest of agency. Vendor and agency shall come to a written agreement regarding negotiated cost for such changes.
(2) All questions must be submitted no later than September 20, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
