[B] Scope of Service:
(1) Vendor needs to provide information technology assessment and strategic plan for IT infrastructure, systems, and resources, developing strategic technology plans, and technical expertise related to IT management and operations to the government authority located in Fort Smith, AR.
- Briefly assess the current state of the city's information technology resources, processes, networks, and systems; and
- Develop and draft a strategic plan, or digital roadmap, that reduces risks, enables departments to be more effective and efficient, and aligns the city's technology with the needs of residents, businesses and visitors.
1. ASSESSMENT:
- Evaluate current product and service offerings, IT processes and technology services delivered internally and externally across all 24 departments within the city.
- Benchmark the city against other similar organizations, in the public and private sector, and in relation to industry best practices.
- Evaluate emerging technology opportunities, noting existing gaps, areas of potential risk, and opportunities for rationalization and optimization within the current method of development and delivery of technology.
- Evaluate current IT infrastructure and identify areas for improvement that align with Industry Best Practices and the city’s long-term technological goals.
2. Strategic Plan:
A. Business Strategy: Document department specific goals and priorities by conducting interviews with City department heads and other key staff to develop a prioritized departmental needs matrix.
B. Application Portfolio: Review and document all existing enterprise and departmental applications and services. Update application inventory to provide an up-to-date assessment of existing offerings.
C. Network Security: Perform a detailed analysis of the City’s network architecture evaluating data flow, physical and logical connections, communication protocols (intranet, extranet, remote VPN), and identify all vulnerabilities not covered by current security controls.
D. Data Security: Evaluate and assess current enterprise database and data storage security controls for mission critical applications located with the City. Assessment should focus on controls for both regulatory and legal compliance as well as controls for protecting restricted city information
E. Security Operations: Evaluate the City of Fort Smith’s security operations, security information, and event management controls with regard to active monitoring, event correlation, threat response, resource capacity, and staff support.
F. IT Infrastructure: Assessment and documentation of all existing IT infrastructure and technology systems used throughout the City, including inoperability of existing systems, aged or obsolete components, components requiring upgrades, business continuity, emergency preparedness, and the ability to recover from a disaster.
G. Technical infrastructure: Prepare gap analysis on the ability of existing City hardware and network infrastructure to support current needs and identify potential move to cloud or hosted services where appropriate.
H. Cost Analysis: Assess all IT-related costs across the enterprise, not just within DolT to identify potential areas for cost reduction; and benchmark spending-across departments and to external public and private organizations-to rationalize financial immediacy of recommendations in Strategic Plan (detailed below in Section 2).
I. Personnel and Organizational Structure: Given assessments detailed above, evaluate existing staffing resources and organizational structure.
