[B] Scope of Service:
Vendor needs to provide crisis stabilization services to provide abbreviated crisis treatment services to persons eighteen years of age and older who are experiencing a psychiatric and substance use disorder related crisis and may pose an escalated risk of harm to self or others and provide hospital diversion services in a safe environment with on-site psychiatric or psychiatric and substance use disorder services and on call psychiatry available twenty-four hours a day and services provided shall include ongoing assessment and observation; crisis intervention; psychiatric, substance use disorder, and co-occurring treatment; and initiate referral mechanisms for independent assessment and care planning, as needed to the government authority located in Little Rock, AR.
- A physician shall be available at all times for the crisis unit, either on-duty or on call. If the physician is on call, he or she shall respond by telephone or in person to the licensed staff on duty at the crisis unit within twenty (20) minutes.
- Crisis stabilization services shall include twenty-four (24) hour triage services and emergency examination.
- Crisis stabilization services shall provide continuous, twenty-four (24) hour evaluation, observation, crisis stabilization, and social services interventions seven (7) days per week for clients experiencing mental health or substance use disorder-related crises; or those who present with co-occurring disorders.
- Licensed nurses and other support staff shall be adequate in number to provide care needed by clients twenty-four (24) hours a day seven (7) days per week.
- Crisis stabilization services shall be provided by a co-occurring disorder-capable multidisciplinary team of medical, nursing, social services, clinical, administrative, and other staff adequate to meet the clinical needs of the individuals served.
- All employees assigned to monitor clients undergoing detoxification services shall be knowledgeable about the physical signs of withdrawal, the taking of vital signs, the implications of those vital signs, and emergency procedures as well as demonstrating core competencies in addressing the needs of individuals receiving detoxification services and who may have co-occurring mental health disorders and be on psychotropic medication.
- Medically-supervised substance use disorder and mental health screening, observation and evaluation.
- Intensive care and intervention during acute periods of crisis stabilization.
- Motivational strategies to facilitate further treatment participation for mental health and/or substance use disorder needs.
- Providing referral, linkage or placement, as indicated by client needs.
- Must develop and submit to department for approval a staffing plan that ensures effective delivery of required services as well as a safe and humane environment in which to receive care, including but not limited to the staffing specifications.
- Must identify a medical director who has authority and responsibility for medical supervision. The medical director is responsible for ensuring the accurate and safe provision of all health-related services and procedures.
- The director is responsible for developing and implementing procedures for the provision of nursing care and delegated medical care, including: a health monitoring plan; a medication control plan; training and competency evaluation for staff performing delegated medical and nursing functions; handling serious illness, accident, or injury to clients; an infection control program; and emergency medical services and first aid kit.
- On-call behavioral health staff must respond by telephone or in person within twenty (20) minutes of contact by licensed staff. Patients shall be provided with behavioral health services in accordance with their needs by a qualified mental health professional licensed to practice in state.
