[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide consultant/firm to design and facilitate a participatory process that will create a tourism master plan for little rock and incorporate previous development studies as applicable; plan should identify competitive positioning, tourism infrastructure needs, programmatic gaps, potential funding sources, potential products, amenities, and experiences, as well as necessary policies that will guide long-term planning and development to the government authority located in Little Rock, AR.
- Plan should include, at a minimum: research that examines the future state of tourists’ needs; current and future needs of group meetings and conventions are also a priority; identify how tourism impacts the workforce and drives population growth; engage key stakeholders in a way that will be instrumental to creating a shared success strategy; evaluate little rock’s competitive positioning relative to other desirable tourism destinations, including understanding our key competitive advantages and weaknesses; assess the area's development mix (existing product) and the city’s existing applicable development plans to identify gaps, and future needs, including transportation and wayfinding; evaluate convention district product to include but not limited to walkability between convention center overflow hotels as well as land needs for possible future expansion; provide thoughts for incentivizing redevelopment; create strategies to enhance attractions, events or assets to further drive demand; emphasis should be placed on how the area's existing assets can be used to attract increased visitors; identify potential new or enhanced tourism demand generators; review existing hotel inventory and new hotel development to determine its impact on current supply/demand/occupancy; assess short-term rental inventory and growth rate to determine the effect on current and future hotel occupancy and growth; develop long-term recommendations for little rock as a tourism and meeting; determine if existing city policies regarding hotel and tourism related development need to be changed; provide potential funding sources for suggested development.
(2) All question must be submitted no later than September 1, 2021.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
