[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide rent and utility emergency subsistence payments program management services to provide financial relief and keep Hot Springs households housed who have experienced a hardship due to the COVID-19 public health crisis.
1. The Administering Organization(s) will provide the space, equipment, software and staff, as needed, to manage the rent and utility assistance program. The City will not furnish facilities, staff, software or equipment, and will neither provide CDBG-CV funding for maintenance nor maintain (cleaning and repair) any facility or equipment.
2. The Administering Organization(s) must collaborate with other organizations providing local rent and utility assistance to 1) ensure benefit payments are not duplicated, and 2) ensure the CDBG-CV program is complimentary not competitive with similar programs, e.g. if another non-profit is providing rent and utility assistance to households earning less than 50% area median income, the CDBG-CV program should provide assistance to households earning between 51% and 80% area median income to bridge an existing gap. Referrals should be made between rent and utility assistance programs/providers to ensure the maximum number of residents are served.
3. The Administering Organizations(s) will be responsible for identifying, engaging and screening
eligible households whether through outreach, advertisements or collaboration with non-profit, not-for profit, faith-based and other community organizations providing services to Hot Springs residents. The City may, from time to time, refer potentially qualified households to the Administering Organization(s) for screening, and may issue press releases or social media notices to assist in the advertisement of the availability of the program.
4. With guidance from the City on applicable HUD rules and regulations, the Administering Organization(s) will review, qualify and document the eligibility of each household’s ability to participate in the rent and utility assistance program. This includes income self-certifications, proof of a COVID related financial or medical hardship (without violating HIPAA privacy laws), and 20% random sampling and documentation of actual household income, e.g. tax return, SNAP card, or other federally reviewed accepted paperwork.
5. With guidance from the City, the Administering Organization(s) will implement policies and adhere to all applicable regulations under 2 CFR 200, particularly Subpart D Post Federal Award Requirements and Subpart E Cost Principles, including but not limited to ensuring cost reasonableness; cost eligibility; allocable costs; direct and indirect (F&A) costs; procurement standards; financial reporting; subrecipient monitoring and management; record retention and access; auditing requirements; and all other actions requiring compliance.
