[B] Scope of Service:
(1) Vendor needs to provide financial management and loan and grant servicing software for automates and produces online data entry, retrieval, storage and generation as well as other data manipulation functions currently being housed and performed through offline Excel spreadsheets, Word documents, Access databases, and PDF files.
- Automating these functions for onetime online data entry across all records will improve accuracy, efficiency, reporting, and communication regarding these projects and all of the different stakeholders involved.
- must provide full lifecycle tracking by recording the funding sources, tying the sources to the corresponding loans and projects, construction disbursements, and managing the interactions between the funding sources, the loans and projects
- The application process typically takes approximately thirteen months; hence, coordination among several people demonstrates the need for an automated system which has remote capabilities
- Integrate all data and information into a single comprehensive data repository
- Allow users to access data and information through an intuitive web-based environment in a consistent, straight-forward manner
- ability to navigate within the data through screen tabs and pop-up screens.
- Automate manual processes such as invoicing, notifications, periodic data gathering and timeframe tracking
- Track and log all initial data entry and data updates or changes using security date and timestamps and User ID records.
- able to assign controls for multiple users via workgroup/roles
- configurable to lock out an operator after a State-assigned number of failed attempts to log in.
- allow for a user friendly/definable purge/deletion per module.
- allow multiple months and years to be kept open without requiring closing.
- allow entries for multiple periods at one time.
- able to track budgets by the total amount awarded and the total amount paid out.
